With financial cut-backs, repairs on shelters are often put off, so if it's drafty, the animals suffer. I know my shelter uses rags to stuff under doors. No kidding! That's The Scoop!

LEBANON, N.H. -- An apartment complex in New Hampshire has turned to technology to combat an age-old problem -- dog poop.

The manager of the Timberwood Commons in Lebanon is taking action against pet poo scofflaws in a manner befitting "CSI." She bought commercial DNA kits and will soon be testing the droppings.

I wonder if they submit another's dog poop for the database DNA, can they be found guilty of obstructing justice?!  I guess a whole new area of law will be created.
