With financial cut-backs, repairs on shelters are often put off, so if it's drafty, the animals suffer. I know my shelter uses rags to stuff under doors. No kidding! This is the group that helped Miley/Smiley, Sydney, and many others who have needed extensive medical assistance, but who pulled through and are in loving situations at long last.
